Authorities say 110,000 families have been affected by the enhanced monsoon rains pounding the Philippines. Typhoon Dolphin has encouraged them further, causing waist-deep flooding in some neighborhoods and communities. Typhoon Dolphin is also hitting China's eastern coast, canceling 1,300 flights in Shanghai.
