A man in Marseille, France, lined up bistro chairs to build a makeshift bridge so others could cross a flooded street without getting wet. Intense storms dropped heavy rain on the city Monday — the same system that spawned a destructive tornado in the Aude. Months of heat and drought had left the ground too hard to soak up the heavy downpours.
