Heavy rain has been ongoing for days, so soils are already saturated and many rivers are already running high. Up to an additional 5 inches of rain is possible in cities like Chicago and Madison, Wisconsin, and flood watches are also in effect until Saturday for Indianapolis and Cincinnati.
