Heavy rainfall will begin to surge into the Southern Plains, including Texas, beginning Thursday. This rain will shift north and eventually to the east, bringing rainfall for parts of the Southeast for Halloween. An area of high pressure will try to keep this rain contained, but rain will potentially spread to Georgia by Halloween.
