WHERE...Litchfield and Berkshire County in western New England. In New York, the Eastern Columbia, Eastern Dutchess, and Eastern Rensselaer Counties. In Vermont, Bennington and Western Windham Counties. WHEN...From 2 PM Monday to 11 AM EDT Tuesday. IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. ADDITIONAL DETAILS...South to southeast winds will strengthen tomorrow afternoon into tomorrow evening before a potent cold front sweeps through the region tomorrow night resulting in a sharp wind to the west. ...FLOOD WATCH IN EFFECT FROM LATE TONIGHT THROUGH TUESDAY MORNING... WHAT...Flooding caused by excessive rainfall is possible. WHERE...Northwestern Connecticut and western Massachusetts. WHEN...From late tonight through Tuesday morning. IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Creeks and streams are already running high and may rise out of their banks due to the incoming heavy rain. ADDITIONAL DETAILS... - Periods of moderate to heavy rain along with some embedded thunderstorms are expected to track into western New England late tonight through tomorrow before a cold front sweeps through the region tomorrow night. A total of 1 to 2.5 inches of rain is likely through Tuesday morning which can lead to rises on area rivers and streams and result in poor drainage flooding, especially during heavy downpours. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS...
