Rainy, Windy Thursday and Friday Across Northeast

A strong storm system will bring rainy and windy weather to the Northeast Thursday and Friday. Rain increases in coverage Thursday and will impact the morning and evening commutes. Steady rain could lead to flooding along I-95 from New York City into New Jersey down to Philadelphia. Thankfully many cities dry out just in time for Halloween, but rain and wind could put a damper on trick-or-treat festivities across upstate New York.
