A​t least 13 people have died in floods in Italy's northern Emilia Romagna region after torrential rains hit the area this week. The damages are expected to reach into the billions of euros.

Up to 20 inches of rain fell in just 36 hours in some areas. Italy's north has experienced two years of drought, making it difficult for the parched land and rivers to absorb water when it does rain. Climate scientist at Italy's National Research Council, Antonello Pasini, said the ground is virtually “impermeable,” The Associated Press reported.

It's the second major flood event the region has seen in only two weeks, and this recent flood led to two dozen rivers and tributaries bursting their banks. The area has been plagued with up to 300 landslides, and more than 400 roads have been damaged or destroyed, according to Reuters. The Superior Institute for Environmental Protection and Research identified Emilia-Romagna as one of the most at-risk regions in Italy for flooding.

M​ore than 10,000 people have evacuated their homes, and some had to be rescued from rooftops and balconies as waters rose. Some remote villages were still cut off on Friday due to landslides.

This weekend's Formula 1 Emilia-Romagna Grand Prix was canceled due to safety concerns from the devastating flood.
