Search and rescue efforts continue in Vermont after some areas received more than 9 inches of rain between Sunday and Tuesday. So far there were no reports of any major injuries or deaths in the state.

A​ federal emergency was declared for all of Vermont, availing assistance from the Federal Emergency Management Agency. Officials are calling the flooding in the state the worst since Hurricane Irene in 2011.

S​ome of the worst flooding was seen in Ludlow, Vermont, where streets were impassable Tuesday and homes and buildings were surrounded by water. The Vermont capital, Montpelier, was underwater as well on Tuesday morning as the Winooski River rose to 20 feet, 5 feet above the normal cresting height.

P​arts of New York saw major flooding after heavy rains swamped the area Sunday. A​ woman in her 30s drowned when she was swept away by flooding as she was attempting to escape her home which was surrounded by floodwaters in New York's Hudson Valley, Orange County Executive Steven Neuhaus told WABC-TV. The Associated Press reported that she was trying to evacuate with her dog.
