Another flash flood emergency was declared Thursday morning for south-central Hidalgo County, Texas, as heavy rainfall returned to the area. Several water rescues were performed for the third day in a row in southern Texas.

Water 1 to 2 feet was reported on roads in Roma, Texas, Thursday morning. 

A state of disaster was declared in Hidalgo County on Wednesday evening, according to KRGV-TV. Heavy rainfall occurred from Tuesday into Wednesday, causing roads to crumble in McAllen and road closures in Hidalgo County. Cars were seen submerged in floodwaters from Mercedes to Harlington.

A 91-year-old woman was rescued from her home in McAllen as water quickly rose, CNN.com reported. Law enforcement agencies warned motorists not to drive through floodwaters, as many drivers were rescued throughout Corpus Christi and other locations.
