Aerial photos show Guerneville, California, completely cut off by floodwaters as the Russian River crested on Wednesday. Residents are under an mandatory evacuation, and roads leading to and from the town are impassable.

Local officials described Guerneville and neighboring Monte Rio as "islands."

Parts of Sonoma County received more than a foot of rain, and the river isn't expected to recede until Thursday night.
