WHEN...Until 2 PM EDT this afternoon. IMPACTS...Small stream and ice induced river flooding is still possible in the mountains region this morning. ADDITIONAL DETAILS... - Runoff from earlier rains and snowmelt will continue to cause small stream rises through the morning. Residual river ice will be lifted, which could pose a risk for ice jam flooding. The threat level falls this afternoon as colder air rushes in and runoff ends. PRECAUTIONARY/PREPAREDNESS ACTIONS...
