Tropical Storm Isaias is expected to regain hurricane strength.

Tropical Storm Isaias is spreading flooding, heavy winds and tornadoes to the Northeast after making landfall as a Category 1 hurricane in North Carolina late Monday night.

The storm left some 2.5 million homes and businesses without power across the Northeast on Tuesday. New Jersey Gov. Phil Murphy declared a state of emergency for the entire state, closing government offices, and Gov. Andrew Cuomo of New York urged New Yorkers to exercise caution as Isaias approached.

More than 20 tornadoes have been reported since Monday night spanning from North Carolina to New Jersey. Some tornado warnings have been issued for Tuesday afternoon in New York's Hudson Valley and in southern New England.

Isaias buried streets in sand on Oak Island, North Carolina, and at least 17 people were rescued from the island as homes flooded. In Southport, North Carolina, photos showed boats knocked from their moorings, knocked up against each other due to the tides.

The storm brought widespread damage to Puerto Rico and the Dominican Republic late last week.
