Mississippi city declares emergency

Flash floods are already so bad in Picayune, Mississippi, the city declared a state of emergency to prepare for the heavy rain coming. A potential tropical cyclone could drop as much as 20 inches of rain in parts of that state and others like Texas and Louisiana. See the damage already done.
